MariTennessee, USAType C V. Type E PlugsIt is not an oversight. In a nutshell, yes you could use the type C plug in France. However, I would not recommend it. The type E plug is the standard plug for France and a few other European countries. The type C plug can adapt to an type E outlet due to a slight difference in design. The main difference b/t the two plugs is that type E has a hole (in addition to the 2 round prongs) for the standard french socket which has a grounding pin (like a prong that goes into your plug), whereas type C does not, it just has two round pins and no hole.
The purpose of the grounding pin is to distribute the electricity evenly and safely by preventing electrical shock. I don't know much more about how it prevents electrical shock but certain products that don't use a lot of amps are suitable for interchanging b/t plugs. I don't know where this product falls in regards to amp usage, which is why overall I would recommend to get the type E if your permanent destination is France.
Folica sells both, you can look at the pics online to see the difference and google type c and type e sockets to see how each fits into the outlet. I bought the type E for Belgium and it fit my outlets, even when I traveled in France. hope this helps.
