Looking at the list of ingredients I would say it is at the very least, water resistant and/or water repellent. (Remember: Your skin emits moisture constantly.) I advice the following: if you get caught in the rain go to a public restroom and air-dry or pat-dry. NEVER, EVER rub your face. That will make even the most waterproof cover to come off.
As for swimming: you may try getting wet in private to see if it will work. Take a VERY COOL or even COLD shower or dip your face repeatedly in the tub or sink. And remember, ALWAYS PAT OR AIR DRY an you should be fine.
