Is the Manic Panic Flash Lightning good to use on the inidividual sections of gray hair to be highlighted? If so, Is the Manic Panic gel a permanent coloring product and can that be used to finish the highlighting? I don't want to use a semi-permanent color. Are there foils that can be used with this product to highlight my medium length gray hair? OR is there another product designed to highlight gray hair without having to color the entire head of hair first?
