Depends on your natural hair color and what you want. Like when you have brown hair and you use a Manic Panic red, you'll probably end up with a lovely red glow. But if you really want it to be bright red you'll have to bleach it.

I usually only wait about 30 minutes ... it's best to wait about 24 hours tho .. or the chemicals from the bleach may lighten the dye

Wait?... only until you wash out the bleach. Manic Panic does no damage to hair and is made from natural things so it is safe to use immediately after bleaching. I have been using manic panic immediately after bleaching for about 4 years now with no problems.

You CAN, but it will probably take a few tries, since you really shouldn't leave bleach on your hair long enough to go blonde after dark blue. Pretty much whatever you do, you're going to have a weird blue tint.
