For optimal hair removal and to avoid ingrown hairs, exfoliate daily using an exfoliating wash cloth, available at most korean/asian markets.

Start with clean, dry skin.
Hold skin taught while removing hair. This will cut down on the irritation and pain.
The first few times you use an epilator, it's not going to be a joy. It hurts. For me, it's comparable to waxing. After the first 2-3 tries, it shouldn't hurt much.
Once you get used to the process, ditch the beginner head. It will be faster and easier to use.
Keep up with it when you're starting. I find that once a week is good. Any longer and I have to trim the hair in order to epilate.
Use soothing lotion, a cool compress, ice pack, or cool shower to ease irritation after removing hair. After you have used the epilator a few times, your skin won't get very irritated.
